Biography

Dr. Smolinski is the Medical Director of the Traumatic Brain Injury Program at Landstuhl Regional Medical Center, Germany. He is a graduate of Creighton University for both undergraduate and medical school studies, and is board certified in both PM&R and Electrodiagnostic Medicine. He has served in a variety of leadership positions in MEDCOM and FORSCOM, including Human Performance Physician, Special Operations Command Africa, Chief, Department of Neurorehabilitation, Landstuhl Regional Medical Center, and Chief, Global Health Engagement, Office of the Command Surgeon, United States Army Europe.

Dr. Smolinski has served as a subject matter expert and project leader for multiple rehabilitation-based Global Health Engagements for over a decade, including work in Georgia, Estonia, Ukraine, and Morocco. He led the Congressionally-informed Interdisciplinary Rehabilitation & Team Management rehabilitation capability building project in Ukraine from 2017-2019 and was invited to edit the Ukrainian version of the Americans With Disabilities Act, now signed into law by the Ukrainian Rada.
